IRS Publishes Technical Explanation to 1974 Polish Treaty

Yesterday the IRS published on its website a copy of the Treasury Department’s Technical Explanation to the 1974 Polish Treaty. This is nice because it is a Technical Explanation that I did not yet have a copy of.

I wonder if this might indicate something about the progress (or non-progress) on getting the 2013 proposed Polish treaty approved by the Senate and ultimately ratified.
